Victoria Brown – Technical Director and Lead Researcher

Victoria is a Managing Partner and the Technical Director of Ichuli Consulting and Ichuli Institute. She has been living and working in Uganda on education programming for 12 years, and has worked in the education sector for 15 years. Her education, training and professional experience as a teacher and cultural anthropologist provides her with a background uniquely suited to many types of education research assignments. During her time in Africa, she has expanded her work across the region in monitoring and evaluation, impact evaluation, randomized control trials, curriculum development, teacher training and support supervision, and results reporting for education, agriculture, health and community development stakeholders – while supporting and spearheading innovations, programme evaluations and results-sharing under national and regional education, agriculture and health programs in Uganda, South Sudan, Kenya, Tanzania, Rwanda and Malawi. She supports numerous organisations in the design, development and application of their monitoring and evaluation systems, including theories of change, monitoring, evaluation, learning and sharing (MELS) systems, monitoring and evaluation frameworks and tools, and impact evaluations. As a lead technical adviser in education and research in the country and region, she has been consulted and engaged for inputs to national strategies, sector plans, frameworks and interventions to improve education service delivery and teacher training and effectiveness by notable international organisations and bi-laterals focusing on development initiatives globally and in East Africa, and presented at dozens of conferences on effective research interventions.

John Mark Muwangala – Co-Founder / Finance and Administration Director

John Mark is a Managing Partner and the Finance and Administration Director of Ichuli Consulting and Ichuli Institute. John Mark has 15 years of experience working in the financial services sector, especially development and institutional banking. He has experience in programme management and support of donor-funded development finance projects in rural areas. He has six years of experience providing business development services by supporting small and medium enterprises to execute strategies to increase profits and design business processes aligned with successful sales and marketing strategies. He also has five years of agro-value chain finance experience working on a USDA-funded project in northern Uganda, especially setting up and managing financial services linkages between rural financial institutions and urban-based banks and microfinance institutions. John Mark has extensive communication tools design experience working as a technical consultant designing financial literacy curriculums and grassroots communication materials with a focus on behavioural change, and he possesses broad technical experience in training and capacity building. He has a demonstrated ability to work independently or in a team to produce quality work on deadline and in high-pressure settings.

Charles Oloa – Survey Manager

Charles has over 10 years of progressive experience across in impact evaluation research, including systems development and execution. His areas of expertise include early child development, early grade literacy and primary education, parent and caregiver assessments, household surveys and health studies. He has a wealth of experience in field operations management; operational and systems development; tool and survey design, validation and testing; tool and survey rendering and digital tool creation; enumerator selection, training and management; and data analysis and results reporting. He has spearheaded and implemented dozens of education evaluations and surveys using both qualitative and quantitative research methods. Charles has worked with numerous organisations and international agencies as a trainer, survey manager and supervisor, and has partnered with ministries of health and education, district and lower level local governments and teacher’s colleges to conduct educational research in early learning and early grade reading, as well as child, parent and caregiver health and behavioural outcomes. Charlie also has in-depth experience in data cleaning and analysis using a variety of statistical programmes.

Stefanie Taylor – Lead Consultant

Stefanie has five years professional experience in educational and behavior change tool development in East Africa. Stefanie is a senior member of the tool development teams she works on, responsible for strategically designing, managing and developing content for materials used to engage both formal and informal audiences across East Africa and South Sudan. Stefanie has experience developing tools for projects related to agriculture, financial literacy, life skills, literacy, WASH, maternal and child health, nutrition, early childhood development and special needs education. She is especially skilled in developing materials intended for low-literate audiences and in simplifying text so that it is easily understood and used by trainers in a variety of contexts. She has developed a wide variety of curricula, including trainer’s guides, flipbooks, story books, grain sack charts, visual communication materials and learning games. She has experience working in the field to conduct situation analyses and pretests. Stefanie is also an experienced trainer with the ability to train program staff and participants, teachers and parents on educational tool packages. Stefanie brings innovative and creative ideas to projects combined with contextual knowledge about what works in East Africa.

Phillipa Olwol – Research Analyst

Phillipa has a degree in Mass Communication and over four years of experience as a communications professional working on tools and materials for education, health, agriculture and community development projects. She has worked in the advertising sector and is skilled in deciphering client needs and expectations and delivering targeted packages of services to meet those needs. She has additional capacities in project management, tool and survey development, and data analysis, and supports Ichuli’s work in monitoring, evaluation and research alongside her communications roles. Phillipa has worked on mass communication campaigns in Uganda related to health and agriculture, and has supported the development of materials in numerous local languages. These skills are applied to research projects to improve effective reporting and results-sharing initiatives.

Dona Griffin – Graphic Designer

Dona has over 25 years of experience in graphic design, 10 of those years as a creative director. She is intimately involved in every project from concept to final deliverables, overseeing and ensuring high quality products and services. She is an active team member with exceptional communication skills and the ability to transfer client’s ideas and concepts to clear and effective reports, information graphics, briefs and audio-visual materials and products. She has worked for development organisations, companies, civil society organisations, bi-laterals, corporations and small businesses, dealing with project managers, advisers, business owners, and marketing and communications departments. She excels in the development of user-friendly, engaging products in interactive, participatory layouts and formats to present the findings from research studies to a variety of audiences.

Isaac is a skilled illustrator, information graphics developer and graphic designer with a demonstrated history of successful projects in the fine art industry. He is an extremely capable arts and design professional with more than eight years of experience. Isaac is formally trained in Adobe Creative Suite, graphic design, concept art and mural painting. He is also a professionally certified Graphic Recorder and Graphic Facilitator who describes art and graphics as an avenue for interaction and communication. Innovation, conceptualisation, originality, honesty, teamwork and quality are the driving principles that Isaac believes in and weaves into his work and products. As an experienced illustrator and graphic recorder, he successfully translates complex concepts from research studies into engaging and approachable artwork and products for a range of audiences and in a variety of formats.

Ruth has mastered the art of working with donor budgets, filing taxes and other statutory returns, working in QuickBooks accounting, making cash flow projections and doing financial monitoring/control which involves the preparation of management informative accounts. Ruth also deals with various administration duties at Ichuli. She has a background working for an accountancy consultancy firm where she consulted for various organizations about book keeping and financial management. She is currently pursuing her Certified Public Accountants qualification.

Gideon has an educational background in engineering and a professional background in monitoring, evaluation, research and data analysis. He is responsible for coordinating and executing large research and evaluation projects, as well as in overseeing teams of enumerators in the field and supervising data entry and cleaning following surveys. He has additional capacities in procurement and logistics, training and management, field operation management, and results reporting to clients and local stakeholders, including government. He is an analytical thinker and highly capable of independently managing field operations and tasks during long and complex evaluations.

Elvis has over seven years of professional experience in software design and development as a Full Stack Software Developer. Elvis has extensive experience deploying the Open Data Kit (formerly Formhub), SurveyCTO and Tangerine platforms, and has authored raw XML syntax for digital spreadsheet rules using XForm standard. He has a deep knowledge of telecoms technologies and a history of successful USSD and SMS data collection with a wide coverage of local networks and proven reliability. Closely related to USSD APIs, Elvis holds functional insights with Asterick-based Interactive Voice Response (IVR) systems spanning designing logic branching, speech synthesis and recognition in near real time environments. He has seven years of experience with online dashboard design for programme monitoring and evaluation and oversight of research projects that depend largely upon on-demand data analytics to inform operational and programmatic decisions. He is able to build and maintain online evaluation systems, applications and dashboards for data collection during surveys, including in-built monitoring mechanisms for enumerators and daily records of survey tasks executed by field teams. Elvis is able to render surveys and tools to multiple digital mediums and design systems that run basic analytics from data collected daily in the field and uploaded to a remotely hosted server. He is also skilled in biometric systems design and delivery, including the application of web-based attendance and payment systems for enumerators during large and long-term surveys.

Patrick has over 15 years of experience in early grade education research and programme implementation in Uganda, including the development and implementation of results and monitoring frameworks to achieve project goals and targets. He has extensive experience conducting baseline, midline and endline surveys and impact evaluations, and specializes in linguistic adaptations for educational tools and surveys. He has experience working for international and local development agencies, including government ministries and local governments. As a research coordinator, he excels in managing field-based enumerator teams, ensuring data quality and integrity, providing support and supervision to data collection teams and mobilising and engaging local and school leaders in survey execution. He also possesses specific expertise in liaising with government officials to coordinate research studies and gain their support and buy-in to ensure the success of an evaluation.

Joel has over seven years of professional experience in software design and development. He is a Full Stack Software Developer with an emphasis on iOS Programming, Linux Server Administration and web development with a specialisation in Automated Web Systems Design, Development and Deployment. He has four years of experience in the design and development of iPhone Mobile Applications and administering Linux Servers. He designs, develops and deploys USSD-based systems with an emphasis on two-way real time SMS that facilitates the collection of data and report generation on-demand. Joel has worked on maintaining a mission-critical server cluster for an online gaming session at Kola Studios employing Uptime and Data Security. He has also worked on designing, developing and deploying the Phaneroo iPhone Application and the Matatu iPhone Application using the latest Apple technologies. Joel has an in-depth understanding of web development technologies with a specialisation in Python development using the Django Platform.
