Quality Primary Education Program MEL Design and Implementation 

Client:  Building Tomorrow

Description: In partnership with governments and communities, Building Tomorrow constructs high quality, low cost primary schools in remote, underserved regions. They utilize local college graduates, called Fellows, to build the human capacity of teachers, parents and school leaders via a community education model. Fellows empower those around them to develop, enhance, and enforce educational standards that increase enrolment, retention and learning.

Building Tomorrow required Ichuli’s monitoring and evaluation services to help them create a theory of change and a MEL strategy that accurately reflected their program and overall goals. In 2017, Ichuli conducted a baseline evaluation of 160 Building Tomorrow schools in central and western Uganda. Results from the baseline showed improvements were needed in their interventions in order to fully achieve the long term goals determined in their theory of change, which shifted the impact of their education interventions from access to quality. Ichuli is now working alongside Building Tomorrow to offer solutions that can improve their programming and achieve their goals, including redesigning their Fellow’s training program and the intervention approaches spearheaded by a team of 2,000 community education volunteers.
